A metro station, a major business park, and the softest apartment market in the Hills. We will tell you which of those matters.
Lending in Norwest
Norwest 2153 has the weakest apartment fundamentals of any suburb on this site: a reported vacancy rate of 3.85% and unit days on market of 70 to 71. House medians are unreliable here, with five sources spanning $1,645,250 to $1,919,000, a 17% range, because the suburb was only proclaimed in June 2018 and has a short data history. The stronger opportunity in Norwest is commercial, through the business park, and SMSF borrowing for business real property remains permitted after the LRBA changes.
Norwest is a young suburb with a metro station, a large employment node and a population of only 4,688 at the 2021 Census. It was carved out of neighbouring suburbs and proclaimed on 29 June 2018, which is why its property data is thinner and less consistent than anywhere else we cover.
We are going to be blunt about this one, because the numbers deserve it.

Norwest is not covered by the CoreLogic-sourced dataset used for the other suburbs on this site. Figures here come from Cotality/RP Data via propertyvalue.com.au and onthehouse.com.au, plus HTAG Analytics, covering periods between 12 months to 31 August 2026 and periods the source does not publish. Five sources give five different house medians spanning around $274,000. Do not rely on a Norwest median for anything. Use a valuation.
What a 3.85% vacancy rate tells you
Set it against the rest of the corridor. Westmead is 1.06%, Granville 1.42%, Auburn 1.46%, Blacktown 1.46%, Baulkham Hills 1.54%, Merrylands 1.66%, Castle Hill 2.15%. Norwest at 3.85% is more than double the corridor average and roughly triple the tightest.
Combined with unit days on market of 70 to 71, against 25 to 39 nearly everywhere else, that points to apartment oversupply in the Balmoral Road release area around Norwest Lake rather than a temporary soft patch.
For a buyer, that is not automatically bad news. Oversupply means negotiating room. For a lender, it means caution: concentrated new stock in a suburb with a high vacancy rate is exactly the profile that triggers building exposure limits, conservative valuations and reduced maximum LVRs. We check the specific building against lender policy before an offer here, more carefully than anywhere else on this site.
The stronger Norwest play is commercial
Norwest Business Park is a genuine employment node spanning Norwest and adjacent suburbs. For business owners in the Hills, the more interesting question is usually not whether to buy an apartment but whether their superannuation fund should own the premises their business trades from.
That strategy survived the 10 August 2026 changes intact. New residential limited recourse borrowing arrangements ended, but borrowing to acquire business real property did not. A fund buying a suite or a warehouse in the business park and leasing it back to the members' own business at market rent is still permitted, and it redirects rent currently paid to a landlord into the members' own retirement savings.
Development in Norwest
Norwest station and town centre is a nominated Low and Mid-Rise centre, so within 800 metres walking distance the state non-discretionary standards apply: 450 square metres and 12 metres of frontage for dual occupancy at 0.65:1 floor space ratio and 9.5 metres of height.
In practice, dual occupancy is a minor issue in Norwest. The suburb is bifurcated between high-rise apartments in the northern Balmoral Road release area and low-density housing and townhouses in the south along Barina Downs Road, and most of the residential land is already built to its intended density.
Outside the Low and Mid-Rise band, The Hills LEP minimums apply, reported at around 600 square metres attached and 700 detached. Complying development eligibility is governed by the council LEP minimum rather than the state default, and requires 15 metres of frontage at the building line, or 12 metres where access comes from a lane or secondary road.
Norwest is not in a Transport Oriented Development precinct. The two Tier 1 precincts in The Hills Shire are the adjacent Bella Vista and Kellyville stations, managed as a combined precinct with masterplans finalised in November 2024.
The constraint in Norwest is not planning. It is the market. No significant bushfire or flood constraint was identified in the sources reviewed, which is unusual for the Hills, and it means the questions here are about valuation and lender appetite rather than about approval pathways.
Common situations in Norwest
Business owner considering buying their premises through super
The strongest Norwest strategy we see. Business real property borrowing survived the LRBA changes, and the rent your business already pays a landlord goes into your own fund instead.
Buyer looking at a Norwest apartment
We will tell you what the 3.85% vacancy rate and 70 day sale times mean before you commit, and we check the building against lender exposure limits, because concentrated new stock is where valuations come in short.
Investor who bought off the plan and needs to settle
Off the plan settlement shortfalls are common where the valuation at completion is below the contract price. Bridging finance can complete the acquisition while a longer-term solution is arranged.
Owner in the low-density southern pocket
Barina Downs Road and surrounds is a different market to the apartment precinct, with different valuation behaviour. We treat them separately rather than using a suburb median.
Hills business owner refinancing a commercial loan
Commercial SMSF refinances are still permitted and the lender pool is small enough that spreads are wide. A review is usually worth doing.
Buyer negotiating in a soft market
A 6.89% average vendor discount and 70 day sale times mean there is room to negotiate. Finance readiness is what lets you use it.
